Roanoke Animal Shelter's Pet Food Pantry Is Empty – Urgent Donations Needed To Help Local Pets

The Regional Center for Animal Care & Protection (RCACP) is urgently seeking donations for its Community Pet Food Pantry, which has been completely depleted as of yesterday afternoon. The pantry provides essential support to pet owners facing financial hardships, helping them keep their beloved animals at home and preventing unnecessary surrenders due to food insecurity.

Immediate Needs:

  • Dry dog food
  • Dry cat food
  • Donations of any brand or size are welcome, including opened but unexpired bags. Contributions can be dropped off at RCACP, located at 1510 Baldwin Avenue, Roanoke, VA 24012. The center is open for donations until 5 PM today and tomorrow, and until 7 PM on Thursday.

    Additionally, community members have reported that the Walmart Neighborhood Market at 2141 Dale Avenue in Roanoke has pet food items on clearance. This could be an excellent opportunity to purchase food at a discounted rate to donate.

    The RCACP serves the City of Roanoke, the Counties of Botetourt and Roanoke, and the Town of Vinton as an open intake facility, receiving between 4,000 and 6,000 animals annually. The Community Pet Food Pantry is a vital resource in reducing the number of animals entering the shelter by assisting pet owners in need.

    One Dundalk woman's pet pantry continues to serve the community

    DUNDALK — One Dundalk woman is on a mission to make sure pet owners have the food they need to feed their animals.

    That woman is Lindsay Jacks.

    When Jacks used to work at Baltimore County Animal Services, she saw firsthand how people struggled to feed their pets.

    "I saw a ton of animals being surrendered by their owners, just because, they could not afford pet food. They couldn't afford supplies to feed their pets," said Jacks.

    That spurred Jacks into action.

    She decided to open up Leeway Pet Pantry in front of her house.

    Inside, you'll find pet food and animal supplies.

    There's even an extra bin that has large bags of food for rats, cats and dogs.

    "The pantry is simply a little free library that we turned directly into a pet pantry," said Jacks.

    Jacks started the pantry in 2023.

    Over the years, she has seen a rise in people coming to get food.

    Jacks says Baltimore County doesn't have a lot of pet pantries, so people from all over are stopping by.

    "We're trying to provide anything for anyone in Baltimore County on the east side. We have some people come from Catonsville over to the pet pantry. I even do porch pick ups, so if a certain person knows they're going to come, I'll, you know, save certain items aside for them," said Jacks.

    While people come to pick up food and supplies, they also stop by to donate items as well.

    Jacks wants people to know there's no shame in asking for help.

    "So, my goal is that I can provide, even if it's my neighborhood, I can help them during a hardship or I don't want anyone to have to surrender their pet to a shelter or a home, just because they're going through a hardship," said Jacks.

    Leeway Pet Pantry is open seven days a week from sunrise to sunset.

    The pantry can't accept pet medication.

    Property Owner Seeks To Establish Pet Store With Grooming Services At Grove And Elm

    The owner of the vacant commercial building at Grove and Elm Streets is seeking to amend the New Canaan Zoning Regulations so that a new pet store planned for the space can also offer grooming services.

    The 2007-built glass-and-brick exterior building at 272 Elm St. Has been vacant since TD Bank closed its branch there nearly four years ago. The property's owner, V.M.I. Inc. Managing principal Frank Vuoso, in 2023 proposed installing a high-end car dealership there.

    During a special meeting in December, the Planning & Zoning Commission approved part of a new plan from Vuoso, to change the property's use from a bank to a retail pet store. (Pet Pantry is located on the same block, at 21 Grove St.)

    However, the Commission did not approve another part of the plan that called for the former drive-up teller area of the bank to be enclosed to create a full-service pet grooming area. 

    The property is located in the Business A Zone, and the regulations currently do not specify that "pet grooming services" qualify among the "service establishments" that are specifically allowed there with site plan approval (see pages 80 and 82 here). P&Z discussed the prospect of a text amendment to the regulations to make it clear that such services are allowed in the zone, and voted in favor of the retail use only.

    In a subsequent memo to P&Z, Vuoso suggested specifying the following among permitted uses in the zone via Special Permit: "Pet grooming facilities shall be permitted on lots with a minimum area of 20,000 square feet. Such facilities must operate as an accessory use to the primary business on the premises and shall be located in a separate, designated room within the building. The overnight boarding of animals is strictly prohibited."

    Such an amendment "ensures that pet grooming services are appropriately scaled to lot size, maintain compatibility with primary business uses, and protect surrounding properties from potential impacts associated with overnight boarding," Vuoso said in the Dec. 26 memo.

    P&Z is expected to take up the application at its regular meeting on Tuesday night.

    In her memo to P&Z ahead of the meeting, Town Planner Sarah Carey noted that "[s]taff has no objections to the proposed change, and finds that it is reasonable to allow such a use in the non-retail commercial zones." No letters for or against Vuoso's application have been submitted to the P&Z Department at Town Hall, she said.
